Nineteen of Daniil Medvedev's 21 titles have been achieved on hardcourt
A resurgent the Russian player secured his initial title for over two years with victory over opponent Moutet in the tournament final.
The athlete, a former number one, has endured a challenging year, managing just one match at the big events and suffering a difficult moment at the New York tournament.
Medvedev's unpredictability on the professional circuit - and struggles with his serve in especial - resulted in him exiting of the world's top 10 and ultimately splitting with long-time trainer his previous coach.
Now working with Johansson and Goetzke, the tennis star has steadily improved in the last few weeks - peaking in a closely contested 7-5 4-6 6-3 victory over Frenchman Moutet.
It is his first title following the Rome competition and first on a hard surface since that period of that year.
The win also indicates the Russian has achieved twenty-one titles at twenty-one distinct competitions.
"This marks the first occasion I'm at a competition with my children at once, so to get a championship is really nice," stated tennis professional Daniil Medvedev.
"This victory is in honour of my younger daughter my daughter, because the initial championship I achieved when my first daughter her name was delivered was for her."
Medvedev, the former major winner, had failed in his previous six title deciders, featuring in Halle earlier this year.
The player's counter-punching play style and frequent reactions on the playing surface had led some to wonder if his capacity to perform at the highest level was concluded.
However the 29-year-old has made changes in the last few weeks, striving to approach the net and compete aggressively, supported by an enhanced serve.
The champion recovered from a deficit in the first set against the tricky Moutet, taking four of the final five points to go ahead.
Both players traded break points in the middle set before Moutet, striving for his initial tour championship, gained dominance to create a third set.
Moutet saved four early break points in a competitive deciding set before Medvedev broke to 15 to close out the victory.
Suitably, the winner clinched the win with a point at the net area, with Moutet unable to handle a shot after a lengthy match.
